I am ( 24 years old ) in a dilemma for choosing insurance for first time and which type would be better? PPO with Flexible account spending or HDHP with with health savings account option?

Personally, I prefer the HDHP/HSA option, because I can keep money in the HSA until I need it, and do not need to use it within any specific timeframe. (I have contributed over $10,000 to my HSA over the years; I don’t spend that much on medical care, but it’s a great tax dodge.)

A HDHP is a plan with a high deductible, it not the type of insurance (HMO, PPO, POS, EPO, etc)

If you’re very healthy and probably won’t use the insurance at all during the year, the HDHP will be better long term.

You can have a QHDHP that is a PPO. Ask your insurance broker what you should do.
