is there a reason a tattoo artist would refuse to do a tattoo portrait on the foot? (medical, quality, etc?)

Medically yes, an artist wouldn’t tattoo a diabetics foot. With a portrait, usually they require a larger space to work on than a foot allows. That is a lot of detail to cram onto a foot. They wouldn’t refuse to do it though, they might give you a different alternative or figure out a way to make it work.To get the best answer you would need to talk the artist themselves to see whut they would do.

I personally have a friend who has a tattoo on his foot, and he’s okay. Besides, I know people who get tattoos and/or piercings on breasts and penises, which have special types of tissues that can malfunction when pierced/tatted.

He might have a fear for feet, or he might be afraid of messing it up because the foot is not a flat surface

Tattoos on the hands&feet tend to fade quickly.
